James Bullock is a recovering drug addict who is going to court next month in hopes of getting out of Kevin Weikum's drug recovery residence.
"The living conditions are poor, they had a 60-years-old man living in the garage with no heat and everything. I wasn't getting treatment like they promised me for my money," said Bulluck.
Bulluck said things are so bad, he called police.
"Come to find out, there were four of us here on probation, three of which are convicted felons. I did prison time in Florida for aggravated assault, a felony charge," Bulluck said.
Weikum, who was released from jail two weeks ago after serving 23 days on a driving under the influence of alcohol charge, was cited for illegally housing convicted felons and for having too many patients living in the home.
In the fall of 2012, Weikum was cited and fined for the exact same thing.
Bullock said Weikum is also breaking the law and putting lives at risk by keeping firearms in a house with convicted felons.
"That is in violation of us, him just having these firearms laying around not including if one of us just snaps and we lose our minds you know," said Bulluck.
CBS Atlanta attempted to speak to Weikum, but he was unavailable. In a previous interview, Weikum said he is a good man trying to help people. Some neighbors said they're fed up.
"I am very frustrated because we don't know how to fix it. We've done all we can do. We've gone to the court system to get the house shut down, but what do you do in a situation like this," asked Sue Riles, who lives nearby.
"I want this guy not to be able to defraud people's families that really need help," said Bullock.
Weikum is due back in court April 4.
If convicted he could be fined up to $1,000 and face jail time.
