HOUSTON, TX (CBS ATLANTA, CNN) -
A homeless man, who is a veteran, was ticketed by police for digging through a garbage can in Hermann Park in Houston, Texas.
"That's more or less a harassment ticket," one man said in an interview with KTRK.
On the ticket, the officer wrote "disturbing the contents of a garbage can in the downtown central business district."
Some groups that provide resources to the homeless say there needs to be a better approach.
Marilyn Brown is the CEO of Coalition for the Homeless. She says a citation for a homeless person often leads to more tickets.
