Ambulances transported three bedridden patients from a home on Duren Meadow Drive in DeKalb County.
Police arrested the caretaker, Evett Britton, because they said she and the owner were operating a personal care home without a license.
It was one of two homes detectives conducted a sting operation on Thursday.
"We have people who need care and deserve care and they are not being provided with the proper care that they need," said Detective D. Poythress.
Police arrested Terentia McIntosh, 69, and charged her for operating three personal care homes without a license.
Poythress said detectives found three mentally ill patients living in a house McIntosh rented on Columbia Drive.
"Although they were not living in deplorable conditions, we did find signs of neglect," said Poythress. "We found the refrigerator and freezer to have locks on them. We found empty push packets for medication."
Lonnie Dowdell lives across the house on Columbia Drive.
"The people who stay there are in and out, nobody watches them at night. She (McIntosh) comes in and feeds them and then she is gone," said Dowdell.
Dowdell said when he spoke to McIntosh a few months ago, he had a feeling something was not right at the house.
"She seems like she went and got some mentally ill people and put them in there to make some money off of them," said Dowdell.
Police said there are hundreds of unlicensed personal care homes operating in DeKalb. Once they go in and talk to the patients they decide if the owners and caretakers face additional charges.
"This is a great way to figure out what we have going on in these homes, so we take this and we build on it," said Poythress.
