Homeowners in the Capitol View neighborhood in Southwest Atlanta have been working hard to improve their neighborhood.
They've chipped in money to hire off-duty Atlanta police officers for a neighborhood patrol, they have an active Facebook page and try to keep each other informed of what's going on.
But neighbors like Kim Garcia say they need local officials' help trying to enforce rules in their neighborhood.
"It's ridiculous, we've had car break-ins, we've had cars stolen, we've had a car fire, it's to the point where, really, we have to take back our neighborhood," Garcia said.
The van fire she's referring to happened early Saturday morning in front of a home on Everhart Street. She said she and other neighbors want the charred van removed, but don't know who to talk to because the owner of the house the van is parked in front of doesn't seem to live inside. Instead, Garcia said, she believes more than a dozen other people live inside that home.
"Supposedly, 18 people are living there. They're basically being rehabilitated back into the community," Garcia said.
While Garcia said she supports giving others the opportunity to improve their lives, she is concerned that so many people are living in one, single-family home in a residential area.
"Eighteen people shouldn't be allowed to live in one house," Garcia said.
According to the city of Atlanta code ordinance website, the house may be violating a code. The site said "a rooming house is considered multi-family residential use and is not permitted ... in any single family or duplex residential district."
CBS Atlanta called a woman who was listed as the contact person for residents to pay rent to. She would not identify herself or say who owned the home. When asked if she believed the home was in compliance with city rules, the woman said, "I don't know anything about the city rules, I'm sorry."
Now Garcia and other residents hope city Councilwoman Joyce Sheperd will get action for their neighborhood.
"It looks like a war zone on our street and we just want some answers," Garcia said.
Sheperd said she is having a staffer look into whether or not the home is violating a city code.
