"When it comes down to the final decision, the pilot making the landing has to make good decisions or we have a problem," Darby said.
The investigation revealed that the pilot of the Hawker Beechcraft 400A said he felt rushed to land the airplane because he was distracted by a Cessna aircraft that was also approaching the runway.
Both planes were within a mile of one another shortly before landing.
"Do you feel like the airport did everything possible for this aircraft to land safely?" CBS Atlanta News reporter Adam Murphy asked.
"Absolutely," Airport Director Mike Van Wie said.
Van Wie insists his staff offered the necessary assistance to the pilot that crashed the aircraft.
"The tower air traffic controller's responsibility in this is to insure that the runway is clear. Clear the airplane to land and then the responsibility for the safe operation of that airplane falls solely on the pilot," Van Wie said.
The NTSB also reported that the jet used up 25 to 35 percent of the runway before touchdown. Aviation experts call it pilot error.
"The published landing distance available is 4,801 feet and that landing distance available successfully accommodates probably 20 Hawker Beech jets a day," Van Wie said.
"It was his decision about to whether he can land safely and how to do so and that decision was incorrect," Darby said.
Fortunately, no one was killed in the crash.
Records show that the aircraft belonged to a leasing company in Alabama.
CBS Atlanta News called the corporation to get their side of the story, but no one responded.
