CRCT cheating scandal, teacher fights charges

Former William Finch Elementary School teacher Tyrone Shorter fought charges that he cheated on the 2009 standardized CRCT.

The he taught second grade at Fincher for one year.

He's accused of not reporting testing irregularities made by school testing coordinator Sheila Maxwell, who allegedly repeatedly asked Shorter to check his students tests during a stray mark cleaning session after the testing period. 

"I was not aware that she committed any testing irregularity that needed to be reported," Shorter said.

Atlanta Public Schools has charged Shorter with willful neglect of duties, immorality as well as other charges.

Analysis of the 2009 CRCT from districts across the state showed that tests from Shorter's classroom had an unusually high number of wrong-to-right erasures. The Governor's Office of Student Achievement conducted the analysis. 

APS spokesman Keith Bromery said the district still has 20 pending CRCT-related tribunal hearings.  Sixteen APS educators named in the special state investigation report were reinstated.  There are a total of 18 terminations resulting from tribunal hearings, and there are approximately 110 resignations/retirements.
