For third straight day, apartment residents without water

Residents at the Valley Oaks Apartments in DeKalb County awoke to find they were without water Wednesday morning, the third day in a row they've had to deal with the issue.

"Horrible," said resident Jamie Bryant. "Like living in the drought."

Apartment manager Lon Lieu blames the problem on DeKalb County, saying they improperly installed a new pipe leading to a water main issue that has cut off water to the apartment complex.

"The water pipe was busted at the meter," Lieu said. "It's the county's fault, but they deny their fault."

However, DeKalb Watershed Management spokesman Burke Brennan said the main pipe was installed by the developer of the apartments at least 30 years ago, and needs to be replaced. Because it is on the apartment property, Brennan said it is their responsibility.

Lieu said the water had been turned back on Wednesday morning. However, residents in three apartments showed CBS Atlanta their faucets, and how they were not working. Around 1:30 p.m. Wednesday, a DeKalb County Code Enforcement officer arrived to confirm that the water was still off. When he did, he said he issued a criminal citation to the owner.

Brennan said that owner is due in court on Oct. 9.
