The Centers for Disease Control and Prevention is considering new guidelines for people who want to donate organs.
The proposed guideline would limit people who have had two or more sexual partners in a year in an effort to reduce the risk of STDs.
Opponents say the guidelines will scare people away from donating because they don't want their sexual history revealed.
During an interview, University of Virginia Doctor Harry Dorn-Arias, said with the new guidelines every college student in America will be high-risk.
The CDC says the proposition is designed to give transplant-seekers as much information as possible about an organ they might take.
