State concludes investigation in Jonesboro daycare death

JONESBORO, GA (CBS ATLANTA) -

The state announced Tuesday it had concluded its investigation and revoked the license of a Jonesboro daycare where a toddler died in June.

Police said Jazmin Green, 2, died at Marlo's Magnificent Early Learning Center after being left in a hot van at least two hours following a field trip.

The state report accused the daycare owner and her daughter of "shocking intentional misconduct".

The investigation showed no staff members checked the van after returning from the field trip to ensure all children were off.  It also showed kids were transported improperly; four children "were double belted," and the "maximum seating capacity" on the van was violated.

The records also showed the center had already been cited in March for not following proper procedures when transporting kids. Staff attended a training session conducted by the state on March 16 that included proper transportation procedures.

The daycare owner, Marlo Fallings, 41, and her daughter, Quantabia Hopkins, 23, face numerous charges including involuntary manslaughter.

The toddler's parents have also filed a civil suit against them.

CBS Atlanta showed Charles Green, Jazmin's father, the state's report Tuesday night. He said he hoped his daughter's death would lead to the state monitoring other daycares more closely, so another child doesn't die.

"After this, what will happen? Will Georgia continue to pound on other daycare centers and childcares?.... This is the not the first time it happened in Georgia, and I'm definitely not the first victim, you know, and I'd like to be the last one," said Green.
