Sandy Springs Police said a home on Powers Ferry Road was rented out by a party promoter for an illegal house party on Oct. 31.

Police said the Halloween party was organized by Anthony Epps, of Atlanta.

Epps was arrested and released on bond. Police sid he charged party goers a cover fee and was selling alcohol without permits.

Police said more than 500 people showed up for the party. Neighbors called police complaining about the loud music.

Neighbor Stephanie O'Connell said, "The kids were pouring out of everywhere. It was like they were coming from the windows and the doors."

Sandy Springs Mayor Eva Galambos said, "There were spotlights going up too. It was like living next to a circus."

Police records showed the Clarkston police chief and a Rockdale Sheriff Deputy were working security at the party.

Clarkston's police chief said he only showed up to pick up his niece. CBS Atlanta News was unable to contact the deputy.
